Issue with IHelp Configuration in Partner Portal

iHelp configuration is not working for IP16 Siebel Public Sector PRMPortal.

iHelp should work also in IP 16

The issue can be reproduced at will with the following steps:

1. Go to All iHelp items from site map
2. Import the Exported iHelp items from IP13 application.
3. Check the Configuration of the Applications.
4. Revise and add the responsibility.
5. Add the screen on which the iHelp should appear.
6. Go to My Assets to check for the configured iHelp.
7. Press Ctrl+Shift+E (shortcut for iHelp to appear)
8. From SiteMap the iHelp Map shows the configured iHelp items but on clicking it just loads
