Transformation Order Is Not Working In Upgrade Application For Specific Product.

Customer is facing issues while creating transformation order for product a product in 15.18 environment.
The process is getting failed in WF "ISS Promotion Add To Promotion Process" at step "Filter Prom Related Asset List" with below error.
 Error invoking service 'ISS Promotion Management Service', method 'FilterListByActiveDoc' at step 'Filter Prom Related Asset List'.(SBL-BPR-00162)
 An end of file error has occurred.
At step "Load Promotion Related Assets" there are different outputs in old, 18.104.22.168, and upgraded,15.18 environments.
