Transformation Order Is Not Working In Upgrade Application For Specific Product. (Doc ID 2297220.1)

Symptoms

Customer is facing issues while creating transformation order for product a product in 15.18 environment.

The process is getting failed in WF "ISS Promotion Add To Promotion Process" at step "Filter Prom Related Asset List" with below error.

[1] Error invoking service 'ISS Promotion Management Service', method 'FilterListByActiveDoc' at step 'Filter Prom Related Asset List'.(SBL-BPR-00162)
[2] An end of file error has occurred.

At step "Load Promotion Related Assets" there are different outputs in old, 8.1.1.5, and upgraded,15.18 environments.
