Symptoms
On : 8.1.1.11.11 [IP2013] version, Upgrade
When attempting to run "siebctl -d -S siebsrvr -i "siebsrvr_SBA_81_PROD_vmsblp01",
the following error occurs.

STEPS
-----------------------
The issue occurred when the customer :
1. Tried to delete the Siebel Server Service in Windows 2012 using siebctl.
2. Customer was upgrading to IP2016 and cloned their 8.1.1.13 Production Siebel environment to create a virtual machine with the Windows 2012 Server operating system.
3. Start the virtual machine with the Windows 2012 Server O/S. Open a dos command prompt window
4. Navigate to the <siebel_home_directory>\ses\siebsrvr\bin
5. run the following Siebel command ""siebctl -d -S siebsrvr -i "EnterpriseName_SiebelServerName" to delete the Siebel Server Windows Service
6. Observe the error siebctl: Remove Service error 1703958
