IIR Rule Base Failover is Not Happening when Primary Node is Down (Doc ID 2297943.1)

IIR Rule base is configured for HA ffunctionality but when ever primary rule base is down, it is performing fail over rule base and because of this, IIR is showing showing down and not taking any requests.
