Web Services Cache: SBL-EAI-04313: There is no active Web Service and SBL-DAT-00403: The query could not be run because there is an invalid character (Doc ID 2299142.1)

On : 16.1 [IP2016] version, Siebel EAI

When an the EAI component starts up and fills the web service cache in memory, some web services are failing to be loaded to the cache.

all valid and active web services should be loaded to cache.

The issue can be reproduced at will with the following steps:
1. Clear cache at site map -> administration web services
2. call a web service (any web service but this was tested with WC_Opportunity)
3. Check the log and notice this web service has not been loaded into memory due to errors

ObjMgrLog Warning 2 00001bb0599523e4:0 2017-08-17 16:46:40 (query.cpp (501)) SBL-DAT-00403: La requête n'a pas pu être exécutée en raison d'un caractère non valide dans le champ "Operation Name". Assurez-vous que la valeur du champ possède le bon format et des caractères valides.
L'absence de guillemets autour du critère de recherche ou un signe de ponctuation inutile entraînent souvent des erreurs.

The issue has the following business impact:
Due to this issue, users cannot continue development and testing of web services as some of them are randomly not being loaded to memory cache in the development environment.
