On : 17.0 [IP2017] version, Installation

When attempting to open Russian fins application the following error occurs.

Server busy.

The issue can be reproduced at will with the following steps:
1. Open https://<hostname:port>/siebel/app/fins/rus

The issue has the following business impact:
Due to this issue, users cannot use Russian application.
