Information in this document applies to any platform.
The customer performed a new installation of Siebel IP 16. The database used was MSSQL 2014.
They did not perform siebel database installation, instead copied siebel db from a working environment which was of Oracle. They exported the db from Oracle, converted it using some utility to import the data into MSSQL db.
Once the installation and server configuration is completed successfully, the siebel services were not coming up.
New installation with DB copied from a working environment.
