Siebel 2017 - Impossible To Create Or Edit Workflows

On : 17.0 [IP2017] version, Siebel Workflow
When attempting to create or edit workflow, the following error occurs.
The issue can be reproduced at will with the following steps:
1)Login to Siebel Tools (Where FRA base language or any other non-ENU language is installed on database server)
2.Create a work space
3.right click any workflow and click edit workflow
4.error message appears
