Outbound Web Service Call On IP2016 PS13 Generates Error "An internal error occurred in the Microsoft Internet extensions" (Doc ID 2302586.1)

ISSUE

IP16 PatchSet 13 was applied to address/fix an existing issue with Java Container and special characters:

Bug 25667276 - SHA2 JAVACONTAINER UTFDATAFORMATEXCEPTION INVALID BYTE 2 SBL-EAI-00247

However, after applying PatchSet13 which fixed the special character issue, when Siebel application makes an outbound web service call to another system that uses the Java Web Container, both http and https outbound calls are failing with the reported error.

STEPS
-----------------------

1. Applying Siebel PatchSet 13 on top of IP2016 version.

2. Use Siebel application to invoke an outbound web service call to another system using the Java Web Container, the reported error occurs.  The error occurs for both http and https requests, so it is not https specific.


BUSINESS IMPACT
-----------------------
Due to the error message, request fails and never gets sent out to the external system.

Changes

The same outbound web service calls were working fine before on earlier IP2016 Patchset versions prior to PatchSet13.  After PatchSet 13 was installed, the error began to occur.
