Importing Product In Target Environment Does not Update Billable Flag.

On : 16.0 [IP2016] version, Order Management
After importing product xml from source to destination environment, vanilla field "Billable Flag" value is not getting updated.
The issue can be reproduced at will with the following steps:
1. Export product and import in destination
2. Now change the value of Billable Flag in source
3. Export the product and import in target
Result the value does not change in target
