Upgrep Is Failing While Running Script Upgrade data after seed import: Subquery returned more than 1 value (Doc ID 2304462.1)

Database : MS Sql Server 2014

When attempting to run Upgrep the following error occurs on Upgwiz.log

[Microsoft][SQL Server Native Client 11.0][SQL Server]Subquery returned more than 1 value. This is not permitted when the subquery follows =, !=, <, <= , >, >= or when the subquery is used as an expression.

The issue can be reproduced at will with the following steps:
1. install Siebel 16.11
2. run upgrep
3. fails on the "Upgrade data after seed import"
