Unable to add Attachments to File System due to error SBL-UIF-00229 and SBL-SVC-00184 (Doc ID 2305109.1)

Symptoms

Unable to attach files with error SBL-UIF-00229: Error occurred while opening file ' XXXX.SAF' AND SBL-SVC-00184: Error occurred while creating file in filesystem. Please contact your system administrator.

The issue can be reproduced at will with the following steps:
1. Go to BIP Reports view
2. Click Add Attachment
3. Error is popped up
