ACTUAL BEHAVIOR
---------------
Unable to attach files with error SBL-UIF-00229: Error occurred while opening file ' XXXX.SAF' AND SBL-SVC-00184: Error occurred while creating file in filesystem. Please contact your system administrator.

EXPECTED BEHAVIOR
-----------------------
Should be able to attach files.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to BIP Reports view
2. Click Add Attachment
3. Error is popped up

The issue has the following business impact:
Due to this issue, users cannot attach files.
