Server busy error - Anonymous user not able to access siebel tables (Doc ID 2305141.1)

Symptoms

On : 8.1.1.11 [IP2013] version, System Admin


Siebel application URL is not accessible. It throws server busy error.

When checked the logs it was found that the anonymous user is not able to select from some of the siebel tables

Changes

 Not sure if this started occurring after any changes are done on the database.
