Server busy error - Anonymous user not able to access siebel tables

On : 188.8.131.52 [IP2013] version, System Admin
Siebel application URL is not accessible. It throws server busy error.
When checked the logs it was found that the anonymous user is not able to select from some of the siebel tables
Not sure if this started occurring after any changes are done on the database.
