CRM Desktop: Unable To Login

Applies to:Siebel CRM Desktop - Version 16.15 [IP2016] and later
Information in this document applies to any platform.
On : 16.15 [IP2016] version, CRM Desktop for Outlook
Siebel CRM Desktop application is unable to connect to Siebel and therefore it cannot sync the Outlook data.
Same user is able to connect to Siebel in test environment but issue appears in Dev environment.
