Default Mail Template In Applet Is Not Appearing In Open UI SIebel 16 (Doc ID 2306028.1)

ACTUAL BEHAVIOR
---------------
After upgrading to Siebel 16, Default mail template is not pre populated/ not available for F9 applets in Siebel 16. Further, email template selection dropdown is blank.

EXPECTED BEHAVIOR
-----------------------
Email template should be populated in the F9 - send email popup applet


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to iebel
2. Navigate to Contacts List Applet
3. Invoke F9 - send email popup and try to populate an email template
