Not Able To Start Siebel Services Due To Mainwin Process Not Running (Doc ID 2306844.1)

On : 15.9 [IP2015] version, System Admin

When siebel server is started, main win processes were not coming up.

mwadm start command is invoked but it gets hanged and never completes.
