Generate Lists and Campaign Load are not working

Symptoms

After moving the Users access to another DataCenter, the following issues were seen:

1. "Generate Lists" from OBIEE UI is giving a Catalog Permission error seen in the logs: "access denied for user to path /users/{username}"
 
2. "Campaign Load" is hanging there in the PrepareCache step and then erroring out with "Operation 'prepareCache' is expecting a response but no response was received.(SBL-EAI-04311) "


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Logon to Siebel
2. Go to OBIEE
3. Select a Segment and click "Generate Lists"
4. Check the saw.log - There is an error saying that the /user/<user_name> access permission is denied

5. Go to Campaigns
6. Load it
7. Check the System Task view
8. It hangs there in PrepareCache and then it gives the error "Operation 'prepareCache' is expecting a response but no response was received.(SBL-EAI-04311) "
9. No Job is created in OBIEE.

Changes

 Datacenter has moved from Miami to Dallas so Siebel, OBIEE and DB are in different Servers now.
