IP2017 Cannot Log In To SMC (Siebel Management Console) (Doc ID 2307926.1)

On : 17.0 [IP2017] version, Installation

When attempting to launch smc URL it keeps loading and does not prompt the login page.

the following error occurs.

----------------------- - [14/Sep/2017:06:26:02 +0000] "GET /siebel/smc/ HTTP/1.1" 302 -

The issue can be reproduced at will with the following steps:
1. Install siebel server , enterprise server , AI , gateway
2. Launch SMC using https://AIhostname:httpsport/siebel/smc
