Symptoms
When attempting to launch SMC (Siebel Management Console) after siebel 2017 new install, it keeps loading and does not prompt the login page.
Error in <$AI>/<Applicationcontainer_external/log/localhost_timestamp.log:
x.x.x.x- - [14/Sep/2017:06:26:02 +0000] "GET /siebel/smc/ HTTP/1.1" 302 -

The issue can be reproduced at will with the following steps:
1. Install Siebel 2017 gateway, enterprise server, siebel server, and AI(Application Interface).
2. Launch SMC using https://AIhostname.domainname:httpsport/siebel/smc
