FlattenWorkspace Is Not Working In IP17 (Doc ID 2310566.1)

Symptoms

Flatten Workspace is not working in IP17. 
This is a mandatory step in adding additional languages ( i.e. Doc ID 2303834.1 )

Flatten the workspace as described in Tools Guide: siebdev /c tools.cfg /u <User ID> /p <password> /d ServerDataSrc /FlattenWorkspace

i.e. used:
C:\Siebel\Tools\BIN\siebdev.exe /c "c:\Siebel\Tools\bin\enu\tools.cfg" /d ServerDataSrc /u SADMIN /p sadmin /FlattenWorkspace
