Goal

In releases prior to IP17 the generation of bscripts was tied to the SRF and created via the genbscript.exe utility.

In IP17 as there is no longer a concept of an SRF. 

1. How are bscripts generated against incremental changes?

2. How are those incremental changes tested by a developer BEFORE being submitted as part of a delivery (merge, migration or other).
