Siebel IP17: Unable to Login to Siebel Migration Console

When attempting to login to Siebel Migration Console, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Access Siebel Migration Console;
2. Fill the boxes with user credentials;
3. Press login button.

Due to this issue, users cannot use Siebel Migration Console.
