IP2017 Migration Dev To Test Using Migration App not working (SBL-DAT-00125) (Doc ID 2310998.1)

On : 17.0 [IP2017] version, Upgrade

When attempting to send the schema from dev to test using the migration app, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Installed 2 servers: dev and test.
2. Prepared a migration profile on dev, connected to it, created the 2 connections.
3. Created the migration plan with only Schema service checked
4. First task finishes as a success
5. Second passes in error

The issue has the following business impact:
Due to this issue, users cannot send the schema from dev to test using the migration app.
