Data Quality Manager Error When Processing Batch (Error setting dedup candidates: "Could not connect to database) (Doc ID 2311426.1)

On : [IP2013] version, System Admin

When attempting to change the server DQ Batch Manager runs on, the following error occurs.

SBL-APS-00118: Data Quality vendor-specific error: An error occurred when calling function 'sdq_set_dedup_candidates ()' in connector 'EDQ': "(-1013) Set dedup candidates problem." Detailed error message: Error setting dedup candidates: "Could not connect to database "<port_number>/edqapp/GgBud_97"" (code 234,351)

The issue can be reproduced at will with the following steps:
1. Change the server from PRD1 to PRD2
2. Start the DQ Batch Manager process for Contacts
3. Error occurs

The issue has the following business impact:
Due to this issue, users cannot run the DQ Batch Manager Process
