[SQL Server]Cannot insert duplicate key row Error Occurs While Importing a Repository During an Upgrade Execution (Doc ID 2313835.1)

Symptoms

On : Siebel IRM from IP2014 to IP2016

Database is Microsoft Sql Server 2014

Collation used is Latin1*_CI_AS

When attempting to run the Production Test upgrade, a few errors occurred while trying to import the New Customer Repository.
 

ERROR
-----------------------
2017-04-06 00:47:47 SQL Warning, SQL State 23000, 2601, [Microsoft][SQL Server Native Client 11.0][SQL Server]Cannot insert duplicate key row in object 'dbo.S_APPL_WTMPL_IT' with unique index 'S_APPL_WTMPL_IT_U1'. The duplicate key value is (1-MVYG-2UPS, executeQuery, <NULL>, <NULL>).

 




STEPS

The issue can be reproduced at will with the following steps:
1. Start Database Configuration Wizard > Upgrade
2. Choose Upgrep
3. Environment: Production
