IP2017 (MSSQL DB) - Migration Console Login Returns "Server Busy" Error

Symptoms

When attempting to login to the Migration Console, the following error occurs.

Server you are trying to access is either busy or experiencing difficulties. Try after some time.


The issue can be reproduced at will with the following steps:


1. Configure the Siebel Migration Profile in Siebel Management Console using the following settings (MSSQL DB Scenario):


3. Try to login to the Migration Tool https://<FQDN>:<AI_HTTPS_Port>/siebel/migration/index.html


3. "Server Busy" error occurs
