Error Sending Email Through ESD At Test Offer From Marketing Campaign (Doc ID 2314092.1)

On : 16.0 [IP2016] version, Email Marketing Server

When attempting to perform Test Offer
the following error occurs.

Operation 'createMailing' of Web Service 'urn:xml-send-mailing.SendMailingService' at port 'SendMailing' failed with the following explanation: "Can't open template file: D:\sba81\filesys_prd\Marketing\EmailOfferContent\1-H64OA1-H64NB-09062017073254AM.mime (The system cannot find the file specified)".(SBL-EAI-04308)

The issue can be reproduced at will with the following steps:

In Siebel Marketing, navigate to the Campaigns screen.
In other Siebel applications, navigate to the Campaign Management screen.
In the Campaigns list, drill down on the campaign name.
In the Campaign form, perform the following steps:
Click the Team select button.
In the Team Members dialog box, select an employee from the Available list, click Add, and then click OK.
Click the Design view tab.
In the Design link bar, click Offers.
In the Offers list, select an email offer.
Click the menu button and choose Test Offer.

The issue has the following business impact:

Due to this issue, users cannot perform test offer.
