Siebel IP2017 Patchset1 - Siebel Server Does Not Start, It Is Not Possible To Login to Srvrmgr, It Just Hangs

Information in this document applies to any platform.
IP2017 was freshly and successfully installed and configured. The environment was working just fine.
However, after applying Patchset1, the Siebel Server does not start. It only shows the siebsvc process for the Siebel Server and no other expected processes such as siebmtshmw.
When attempting to login to srvrmgr the prompt is never returned. It just hangs.
After rolling back the patchset1 the environment was back to normal.
