CTI Toolbar Not Appearing After Siebel Login

On : 15.16 [IP2015] version, CTI
CTI agents are unable to see the Communication Toolbar after login into the system.
The issue can be reproduced at will with the following steps:
1. Login to the application in IE
2. Navigate to communication panel
3. Notice are you able to see the communication toolbar or not
