Workflow Steps and Connectors Not Properly Seen in Workflow Process Designer

In IP2016 there is a problem with the workflow designer in Siebel Tools: steps are not connected, business service steps are showing as other types, validation errors happen.
All the workflow steps are seen as isosceles trapezoids upside down (like Task step) in workflow process designer i.e , Start step, End step, BS step, Operation step etc.).
The connectors are not linked to the steps
1. Open Siebel Tools.
2. Go to View menu -> Options -> Language Settings tab and select French from drop-down list.
3. Navigate to Workflow -> Edit workflow process.
4. The Business Service steps are shown like isosceles trapezoids upside down instead of rectangle.
Connectors are not linked to the Workflow steps.
