ACTUAL BEHAVIOR
---------------
When attempting to upgrade or downgrade a tier, the following error occurs.

EXPECTED BEHAVIOR

Upgrade or downgrade a tier should not throw error


ERROR
-----------------------
(SBL-LTY-14003) SBL-LTY-14003: Tier change cannot be performed because it will result in an expired tier for this member.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a tier promotion that has upgrade/downgrade based upon criteria
2. Run the batch engine
3. Error occurs on a few records

The issue has the following business impact:
Due to this issue, users cannot upgrade or downgrade certain member tiers
