ACTUAL BEHAVIOR
---------------
After an upgrade from IP2015 to IP2016 patchset 15 Inbound web services response time jumped from an average of 692 ms (milliseconds) to 1304 ms (milliseconds)


EXPECTED BEHAVIOR
-----------------------

Performance should not suffer that much within IP16

STEPS
-----------------------
Just call any web service at IP2016.15 and notice from the logs it is always querying on S_WS_WEBSERVICE to rebuild the web services cache in memory.
 

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users have slower than expected performance of inbound web service calls at their upgraded system.
