Unable To Load SMC - Keeps Loading or Give Error "The user ID or password that you entered is incorrect" (Doc ID 2315693.1)

While Installing IP17 , When trying to launch SMC with similar URL<port>/siebel/smc never completes

Customer performed the steps
1. Installed Siebel ai, gateway, siebsrvr,dbsrvr

2. run db Install

3. launch SMC URL

In one case the smc never completes and another the smc gives invalid username/password
