Deployment Of Enterprise Fails With "ACCESS DENIED" (Doc ID 2316725.1)

Symptoms

As part of IP2017 deployment process, Enterprise profile was created then submitted. Seconds later, the status became Deployment failed (x with circle in red).

Configuration log file, %SiebelRoot%\cfgtoollogs\cfg\ config_<TIMESTAMP>.log showed the following "ACCESS DENIED" error information.
