FS AxGanttChart View - Activity Not Available After User Select Service Region

Goal

Migrated Siebel from 8.0 (8.0.0.10 SIA [20436]) to IP16 (16.10.0.0 SIA [23057]).
Using "FS AxGanttChart View" in our application to drag and drop action from Activities applet to Gantt Applet.

1/ With 8.0, when user navigate to "FS AxGanttChart View", the activity is displayed at bottom applet (this activity haven't region service associated), user select a region service using button. Employees attached to this region are displayed at top applet and the user can drag and drop the activity. 

2/ With IP16, when user navigate to "FS AxGanttChart View", the activity is displayed at bottom applet, (this activity haven't region service associated), user select a region service using button. Employees attached to this region are displayed at top applet BUT the activity is not available at bottom applet. Activity record disappear. 

The SQL generated by siebel after the selection of service region have added clause filter on region id (T15.SRV_REGN_ID = :3). Please see attchment "gantt.sql".

We would like to remove clause "T15.SRV_REGN_ID = :3" in SQL generated when user select service region.
We have tried to inactive applet user property named "Activities Filter" but we have the same behaviour (Activity record disappear).
