Unusual Large Number Of ServerMgr Sessions Leading To Siebel Server Handshake Failed Behavior

Information in this document applies to any platform.
Customer observed an unusual large quantity of ServerMgr sessions leading to resource exhaustion and not being able to create more processes.
For each ServerMgr session there is a corresponding siebsess process instantiation.
As workaround, It is necessary to manually terminate the siebsess to keep the Siebel Server operational.
This is impacting the whole Enterprise.
