IP2017 IRM Merge Failing (Doc ID 2319991.1)

Symptoms

On : 17.0 [IP2017] version, Upgrade

When attempting to run IRM merge as part of my upgrade from IP14 to IP17, it is failing with the below following error:

ERROR
-------------
Specified driver could not be loaded due to system error 8: Not enough storage is available to process this command. (Siebel Oracle90, D:\siebel_IP2017\Tools\bin\seor827.dll).

STEPS
-------------
Need to run IRM  on environment having windows 2012R2 OS and Oracle 12.1.0.2 database.
