VBC Popup Applet is Blank or Does Not Open Intermittently

Intermittently Issue during PopUp Applet renderization based on VBC
Customer have detected a renderization issue when a PopUpApplet(based on a VBC) is called through Control(Button User Property). The VBC calls a WebService OutBound that returns data.
When the VBC Applet pops up, it is blank intermittently.
The VBC popup applet should not be blank
The issue can be reproduced at will with the following steps:
1. Go to the Applet that has the custom control
2. Click on the custom control to open the VBC popup applet
3. Note the VBC popup applet is blank
