SWESE log reports processing times much higher than the actual processing time in EAI for Session Management Web Services

Symptoms

On : 8.2.2.3 SIA [23021] version, Siebel EAI

ACTUAL BEHAVIOR
---------------
After implementing session management, some webservice transaction processing times fluctuate from 1-2 seconds to 10-15 seconds during the day.
The web server logs report large processing times such as

ProcessPluginRequest ProcessPluginRequestDetail 4 00010ca159e50bf0:0 2017-10-17 16:28:17 6216: [SWSE] InvokeSrvcMethod Timing: 16.67099 seconds

But the corresponding EAI log file does NOT show such long processing times.

From the EAI logs, the processing time was just 1-2 seconds.

The remaining time is unaccounted for.


EXPECTED BEHAVIOR

Processing time should be predictable, consistently reported in both SWESE and EAI logs and within the usual 1-2 second timeframe.

The issue can not be reproduced at will

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, SLA of some calls into Siebel are not being met in production.
The middleware calling siebel is timing out.
