Siebel Tools: Edit Workflow Error & Dedicated Client Also Became Very Slow

Symptoms

After installing a new patch for IP2016:
   - In Siebel Tools while trying to click on any step under Edit Workflow Process error is received.
   - Condition links in Workflow are not showing any data.

STEPS to replicate
-----------------------

1. Login into Siebel Tools Application.
2. In Siebel Tools open any Workflow Editor.
3. No data is present in the editor.
