Workflow Policy Does Not Work After Upgrading to Open UI (SBL-SCL-00143)

Information in this document applies to any platform.
After upgrading from 18.104.22.168 High Interactivity to IP2016 (16.17), the workflow policy does not work.
Configuration is the same in both the 22.214.171.124 and IP2016 environments.
The Policy does not have a workflow process.

1. Check the existing workflow policy.
2. Review the job status in the UI.
Observe the workflow policy is not working.
