Unable To Checkout From Siebel Tools

Customer has Siebel Tools 184.108.40.206 version (IP 2013) and worked fine. Then they installed IP 2017 to work on Project POC related items. At that time, their Siebel Tools 220.127.116.11 version stopped working.
Problem is that when IP 2013 Tools is opened and attempted to perform Get operation on objects, it failed with SBL-DBC-00105 errors.
Now they would want to restore functionality of Siebel Tools in their earlier (IP 2013) version.
