Siebel BIP Reports upload fails with SRF error SBL-EAI-04308 (Doc ID 2330440.1)

On : 15.15 [IP2015] version, Reports

When attempting to upload the reports fro Siebel BIP integration in DEV environment, the report upload fails and the following error occurs.


SBL-EAI-04308: Operation 'isReportExist' of Web Service '' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: Error Code: 7667854 Error Message: Error: Could not open repository file '\ses\objects\enu\siebel_sia.srf'. File does not exist or may be in use by another process.(SBL-DAT-00142)".

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Implement Siebel BIP integration in DEV environment.
2. Try to upload a report from Siebel standard templates.
3. Check to see if the upload is successful.

The issue has the following business impact:
Due to this issue, users cannot upload reports and this was causing a setback.
