Siebel CTI Toolbar Getting Grayed Out After Downloading The Attachment File In Siebel When Using Firefox

When a Siebel CTI user try to download a Siebel Attachment the Siebel CTI Toolbar buttons get grayed out and stop working.
The Siebel CTI Toolbar should not stop working after the user click on Download button.
The behavior can ONLY be reproduced in Firefox, IE and Chrome works fine. The problem started after upgrade from IP 2013, IP 2016 PS9.
The issue can be reproduced at will with the following steps:
1. Navgiate to Activity Detail View
2. Select an attachment record
3. Drill down on it
4. A pop up windows show up
5. Click on Download button.
6. After that the Siebel CTI Toolbar stop working.
