Symptoms

Webtools component is not showing with IP17 as migration installation from IP2014, while trying to enable component group from srvmrgr or UI administration it is not listed.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. upgrade of Siebel 8.1.1.11 to Siebel IP 17.2 on dev
2. connect to server manager
3. check the components groups

4. Try to enable webtools component group from srvrmgr or UI administration, but it not listed
