Siebel CTI Toolbar not Working in Touch Devices (Doc ID 2332840.1)

Symptoms


When attempting to login a Siebel CTI user on touch enabled tablets and laptops the Siebel CTI Toolbar does not show up.

If we enable CTI browser console debug mode as per Document How Can Users Activate Debug Level of Log Messages When Using CTI Functionality? (Doc ID 476563.1)> OpenUI Browser Console section the following message could be observed in browser console:


"disable CTI push channel at iPad to avoid bug 19623469"

The issue can be reproduced at will with the following steps:
1. Use a Tablet or Laptop with touch feature enabled
2. Login a Siebel CTI user on the machine
3. The Siebel CTI Toolbar does not show up.

The behavior was also observed for some customer using Chrome version 65 and Windows 10 been over a Remote Desktop session where the workstation do NOT have a touch screen.  For this particular scenario after customer upgrade to Chrome 71 the issue got resolved.
