Drop Downs In Siebel Web Tools And Siebel Tools Not Displaying Some Of The LOVs

ACTUAL BEHAVIOR

 Drop downs in Siebel Web Tools and Siebel Tools not displaying some of the LOVs  

What is causing the drop downs with Siebel Web Tools and Siebel Tools to filter the LOVs and only show a sub select of the available values while the SQL that is generated displays all available values?

For example, when adding a screen view and selecting the type of view under the screen, the only drop down values available are Aggregate Category.  If I spool this same SQL generated from Siebel Tools and run it in the database, all values display in the result: Aggregate Category, Aggregate View, Detail Category, Detail View, etc.
 

EXPECTED BEHAVIOR

The drop down values should display all the Aggregate Category, Aggregate View, Detail Category, Detail View, etc.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Siebel Tools
2. Adding a screen view and selecting the type of view under the screen, the only drop down values available are Aggregate Category.
