IP2017 Logging Into Siebel Approval Manager(SAM) gives JDBC Connection Failure

Information in this document applies to any platform.
On : 17.0 [IP2017] version, Siebel Approval Manager (SAM) is installed and users are able to reach the login page.
After performing the login, users get an error.
500 Internal Server Error - Could not get JDBC Connection; nested exception is java.sql.SQLException: Cannot create PoolableConnectionFactory (Listener refused the connection with the following error)
The server encountered an unexpected condition that prevented it from fulfilling the request.
Listener refused the connection [ ... ] ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
The issue can be reproduced at will with the following steps:
1. Login to SAM
