Siebel IP2016 Upgrep step fails with Unable to open file 'rename_existing_repository.sql' error (Doc ID 2333893.1)

On : 16.17 [IP2016] version, Upgrade

While performing an upgrade from to IP2016, upgrep fails and the following errors were seen in the logs:

Unable to open file 'rename_existing_repository.sql'

The issue can be reproduced at will with the following steps:
1. Perform upgrade from to IP2016.
2. Initialize the upgrep and ignore the warning for master_upgrep_xx.ucf file.
3. Start upgrep step and check to see if the step is successful.

The issue has the following business impact:
Due to this issue, customer was unable to proceed with upgrade.
