Siebel IP2017 IRM - Siebel Tools Fails With "No valid license keys were found in the database" error

On : 17.0 [IP2017] version, Upgrade

When attempting to run IRM as part of 17.2 upgrade, the IRM step fails and the following error occurs.

No valid license keys were found in the database.

Please enter a license key in the following dialog or contact your systems administrator. (SBL-DAT-00172)

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrade from 15.8 to IP2017 PS2
2. Make sure upgrep is running and step "Take backup of DB and update DB stats" is completed.
3. Execute IRM and check to see if it is completed.

The issue has the following business impact:
Due to this issue, users cannot run IRM and this was causing a setback.
