Siebel Tools Initialization During IRM Upgrade Shows "No valid license keys were found in the database" Pop-up Error (Doc ID 2334878.1)

Symptoms

When attempting to run IRM (Incremental Repository Merge) as part of any upgrade from 8.1.1.9 or later versions, the IRM step might fails and the following error shows in a pop-up when Siebel Tools initializes for IRM.

In the siebdev.log under $SIEBEL_ROOT/Tools/log directory, there will be a siebdev.log which will also show the same error that is seen in the Tools pop-up window.

No valid license keys were found in the database. Please enter a license key in the following dialog or contact your systems administrator. (SBL-DAT-00172)

STEPS TO REPRO

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform a Development upgrade that involves running Incremental Repository Merge (IRM) to merge repositories from 8.1.1.9 or later versions.
2. Make sure upgrep is running and step "Take backup of DB and update DB stats" is completed.
3. Resume upgrep to execute IRM and check to see if it is completed.
