On : 17.0 [IP2017] version, System Admin

ACTUAL BEHAVIOR
---------------
Siebel Approval Manager stops responding when creating new approval request.

EXPECTED BEHAVIOR
-----------------------
Approval request should be created successfully

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Siebel Approval Manager
2. click on drop down list in Create New Approval Request field
3. Select the Profile
4. Click on create button

BUSINESS IMPACT
-----------------------
Due to this issue, customer can not create approval requests
